The County has broken most conventional rules on building a convention center (or any other large public project for that matter). They first (without a vote of the public) voted to finance a project (up to $400 million). Then they decided who the operator would be (without a public bidding process). Then they started working on a location.
That's precisely backwards. What can this tell us?
