Land transfers: The vanishing liens

According to one MM contributor, land parcels with attached liens transferred to new owners without payment of the existing demolition liens on the property--2000 Denison, 2606 Riverside and 3110 Chestnutdale are examples in Ward 15. Can anyone else shed light on this pattern?
